Business & Finance highlights notable new appointments at Ulster Bank, Central Bank and Bank of Ireland.

Jane Howard, Chief Executive

Ulster Bank

RBS and Ulster Bank announced the appointment of Jane Howard to the position of Chief Executive of Ulster Bank in the Republic of Ireland, effective September 2018.

Jane joins Ulster Bank from RBS where she currently holds the position of Managing Director of Personal Banking. Jane has worked in financial services for 37 years and at executive level for 14 years across customer-facing and risk management roles.

Commenting on the appointment Les Matheson, CEO, RBS Personal and Business Banking said:

Jane is already part of my Executive Committee. Her strategic capability combined with her renowned passion for customers make her the ideal person to lead Ulster Bank. Vasileios Madouros, Director of Financial Stability

Central Bank

Vasileios Madouros has been announced as the Central Bank’s Director of Financial Stability.

Announcing the appointment, Deputy Governor Sharon Donnery said: “I am delighted to announce Vasileios as the Central Bank’s new Director of Financial Stability. He brings extensive experience in risk assessment, the development and implementation of macroprudential policy, and stress-testing. His technical knowledge in central banking will greatly contribute to the leadership of policy and analytical work on sources of systemic risk in the financial system, as well as the actions we take to mitigate risk including the orderly resolution of institutions.”

The Director of Financial Stability is responsible for the leadership of the Macro-Financial Division, Resolution Division, the Central Credit Register, Markets-Based Finance and International Relations. The Director is a member of the Senior Leadership Team of the Central Bank and leads a team of over 70 staff.

Vasileios is currently Head of the Macrofinancial Risks Division in the Bank of England. He holds a B.Sc. in Economics from the University of Warwick and a M.Sc. in Economics from Birbeck College, University of London. He will take up the role from January 2019.

Jackie Noakes, Chief Operating Officer

Bank of Ireland 

Bank of Ireland has announced the appointment of Jackie Noakes as Group Chief Operating Officer. In this role, Jackie will oversee a range of services across technology, infrastructure and operations.

With extensive experience in the financial services sector, Jackie has particular expertise leading and implementing technology enabled business transformation.

A Tipperary native, Jackie’s career has been largely in the UK where she has held a number of senior positions in the financial services sector, most recently at Legal & General (UK) as CEO of Mature Savings. Jackie also held the roles of Managing Director of Legal & General’s Savings business, as well as Group IT & Shared Services Director and Chief Operating Officer for the firm’s largest operating entity, Legal & General Assurance Society.

Speaking about the appointment, Francesca McDonagh, Group CEO said; “With extensive experience in financial services and a strong track record in delivering on business transformation, Jackie is a welcome addition to our leadership team and will be an important asset in supporting the Group’s strategic ambition, purpose and transformation. Working closely with Steve Collier Transformation Programme Director, Jackie will play a key role in transforming the Group’s operations to maximise potential of the new core banking platform and systems transformation.”

As a member of the UK’s Financial Advice Market Review (FAMR) industry expert panel, Jackie led the FAMR working group response covering Employer Best Practice. Prior to her time at Legal & General, she spent 13 years with American Express where she held the role of IT Vice President of American Express Bank Business Solution Delivery services where she was responsible for all aspects of IT.

Jackie has also held roles with IBM (Australia), Blue Cross & Blue Shield (USA), Sun Alliance (UK) and Fireman’s Fund Insurance (UK & USA) and Bank of Ireland (Dublin). She studied IT and Data Processing at University of Limerick and holds MIT Certificates in Fintech Future Commerce and AI in Business Strategy.
