The Local Government Management Agency
The Local Government Management Agency (LGMA) has announced the appointment of Pauline Mulligan as its new Chief Executive Officer.
A former Assistant Secretary at the Department of Enterprise, Trade and Employment, Ms Mulligan was appointed to the role.
The LGMA is a State agency that provides a range of professional services for and on behalf of local authorities; local authority Chief Executives; the Minister for Housing, Local Government and Heritage, and other Government departments.
Ms Mulligan brings strategic leadership and public administration experience to her new role. Prior to joining the LGMA, she was an Assistant Secretary at the Department of Enterprise, Trade and Employment, where she was on the Management Board since 2018. Most recently, she was Head of Indigenous Enterprise Development with responsibility for oversight of Enterprise Ireland, the 31 Local Enterprise Offices, the nine Regional Enterprise Plans and support schemes for business run through the local authorities. She also led a programme to embed innovation across the public service and was inaugural chair of the Public Service Innovation Advisory Board in 2021.

She took up her new role as Chief Executive Officer of the LGMA on January 2nd 2025.
Vincent Clancy, Board of Directors
CBRE
CBRE Group, Inc. (NYSE:CBRE) today announced that it has completed its plan to combine its project management business with Turner & Townsend, its majority-owned subsidiary, and that Vincent Clancy, Board chair and Chief Executive Officer of Turner & Townsend, has joined CBRE’s Board of Directors.
Turner & Townsend provides programme management, cost consultancy and project management services globally, and has been a majority-owned subsidiary of CBRE since 2021.
Clancy, a 35-year veteran of Turner & Townsend, has served as its Chief Executive Officer since 2008 and its Board chair since 2015. Under Clancy’s leadership, Turner & Townsend’s revenue has increased from about US$225 million in 2008 to more than US$1.9 billion in 2023. Clancy was named Building magazine’s CEO of the Year in both 2014 and 2017. He is a Chartered Member of the Royal Institute of Surveyors and serves as an industry advisor to the Construction Leadership Council.

Causeway: Ireland Scotland Business Exchange
Causeway: Ireland Scotland Business Exchange, the membership organisation dedicated to promoting collaboration between enterprises on both sides of the Irish Sea, has appointed two new co-chairs to its board.
James Horton and Martin McBride have been voted in as new co-chairs of the organisation, which connects professionals across Scotland, Ireland and Northern Ireland. James and Martin will take over from current co-chairs, Judith O’Leary and Brigid Whoriskey, in 2025.
James, a consultant in the Scottish Banking Team at international law firm CMS, has sat on the management board of Causeway since 2019, previously as company secretary and legal director. Having worked in Scotland for nearly 20 years, he retains a historic connection to Ireland, having previously studied in Dublin. James also serves as a non-executive director at BITA and the Scottish Shipping Benevolent Association, and as a strategic board member at Scotland GAA.
Martin has over 30 years of experience in international business roles in industry and consultancy and is now primarily focused on board & chair positions in a number of ambitious growing companies in Ireland, Northern Ireland and Scotland. These companies are all indigenous Scottish and Irish companies, primarily based in coastal and rural locations and all building substantial business in international markets (as well as between Scotland and Ireland. Originally from Donegal, Martin was educated at University College Galway and University College Dublin and established his connections with Scotland in his early years in the Scottish mountains.
Supported by the Scottish and Irish governments, Causeway connects professionals on both sides of the Irish Sea, hosting a regular schedule of networking and events throughout the year, as well as its flagship business awards.
